John Laakso understands the interaction of law, policy and government and how to develop strategies for particular business objectives in a government context. The Texas Electric Market Reporter reflects this broad overview of the ongoing development of Texas electric markets. An attorney, governmental affairs and industry expert, Mr. Laakso returned to private practice after fourteen years in state government and currently works on issues concerning restructuring of the Texas electric markets and other areas of industry restructuring. One of Texas’ first Board Certified Administrative Law Attorneys, he has litigated and appealed administrative cases and advised Commissioners on complex cases. He understands how the government process affects Texas electric markets and opportunities, the problems that can develop and what solutions are best suited to those problems.

At the Public Utility Commission of Texas, he advised Commissioners, was Senior Advisor to the Commission, and Executive Director. He helped develop key restructuring legislation and was a key player in implementing those statutory changes. He has also worked at the Office of Public Utility Counsel, the Railroad Commission of Texas, and the Texas Department of Health. His experience with the legislative process began at the Department of Health and continued through 14 years in Texas government. As the 1995 legislative liaison, he coordinated the Public Utility Commission’s appropriations and bills deregulating local telephone and the wholesale electric power market. As the Commission’s Senior Advisor, he helped develop proposed major legislation on retail competition in the electric industry, electric reliability standards, and a proposed merger of the Commission and the Texas Railroad Commission.
